The submarine volcanoes that are under the sea contently create a bit more plate, which push the old plate. On the other hand, there is zones called subduction zone where a plate goes under another one and get recycled inside the earth, this phenomenon creates a pulling force to the plate.
So you have a pushing force in one direction at the start of a plate and a pulling force at the end of the plate with the same direction therefore the plate moves.
