      Yes! We know that human skin has its own microbiome, that means an ecosystem containing both human skin and communities of bacteria with hundreds of different species. These bacteria are called commensals and are thought to help prevent infections by pathogenic bacteria by blocking space on the skin and producing antimicrobial compounds that kill invading bacteria. The skin microbiome seems to be quite important, and imbalances in the numbers and types of bacteria seem to be linked (in part!) to certain skin conditions like psoriasis and eczema, so I think it would more than likely be a bad thing to have a germ-free face.
