Question: is a neuroscientist a doctor and if it is what advice would you give me to get a degree like that

No a neuroscientist is not a doctor (that’s a neurologist). That would involve a medicine degree (5 years roughly) plus 7 years specializing in neurology. You can do an undergrad neuroscience or an undergrad degree in science and get into neuroscience through as Masters degree if you’re not sure what area of science you’d like to get into
