For food safety, yes! Most (but not all) bacteria either don’t survive at temperatures below 5 degrees or at least can’t grow. 63 degrees is hot enough to kill most of the bacteria that we worry could contaminate food and make us sick. As with any golden rule, there are exceptions. For example, Listeria monocytogenes is a bacteria that can grow at refrigeration temperatures and can make people very sick. Similiarly, spore-forming bacteria like Bacillus cereus can survive temperatures of over 63 degrees and regrow later on. Bacillus cereus food poisoning is absolutely miserable, never reheat pasta or rice for this reason!
