I don’t have the exact scientific answer for this but I can take a guess based on my dog, Minnie.
Its not that dogs don’t like a gust of air, because Minnie loves sticking her head out of the car window and breathing in the winds blowing by. I imagine the air outside the car is full of smells that dogs super sensitive noses can pick up.
But when you blow air on your dogs face, its quite different to fresh wind. First of all you probably scare them as they arnt expecting you to do it, second of all it is warm so its not refreshing and thirdly it smells like your breath. Depending on what your last meal was, your breath may not smell so good!
I think Chloe has it right, its hard to imagine but dogs and other animals live in world of smell compared to us. In fact humans have an extremly poor sense of smell in comparison to most mammals!
Also no one like been blown in the face!
