In general, drugs (both illegal and legal) are organic compounds, which means that they are mostly made up of carbon, hydrogen, nitrogen and oxygen, with some halogens (fluorine, chlorine, bromine), phosphorus or sulfur thrown in occasionally for variety!

In terms of starting materials (the chemicals used to make drugs), they vary very widely depending on the class of illegal drugs you’re talking about, because there is a vary large variation in structure between drugs, even though they’re made primarily of the same elements.
