      You can write a program that evolves and develops its own set of skills or language, but still it would be very specific to the goals and target it’s developed for. That’s what intelligent machines are designed to do atleast in the present.

      To take a specific example: you can programe a robot to say move forward, backward, turn left and turn right. With few set of rules, intelligence and sensors it can learn how to navigate effectively in different domains. So with few movements it can do navigation and learn how to move.
