It can! Snow forms in the atmosphere, several hundreds to thousands of meters above the sea level and the temperatures there are a lot lower than they are at the surface. Snow doesn’t melt instantaneously, so if the flakes are large enough and temperature at the surface is just above 0, they can survive long enough to fall onto the ground. However, if the temperature stays above 0, that snow will eventually melt.
