Oui, yes indeed. Tectonic plates move at the surface of the Earth, and when they do, they generate earthquakes. Sometimes when these earthquakes occur underwater, below the floor of the oceans, they generate big waves that are the tsunamis. If you look on the Internet after a map of the earthquakes at the surface of the Earth, you will notice that most earthquakes occur at the boundaries between the tectonic plates. So studying plate tectonics permits indeed to define the areas that are the most at risk of having earthquakes and tsunamis.
