I don’t think it is possible. You can only reduce the damage by proper city planning (ex: locating the key buildings -hospitals, schools, power plants or communication center- on high grounds, mountains or hills) and evacuating beforehand the zones at risks.
I don’t think we can prevent tsunamis because they are caused by earthquakes, volcanic eruptions, underwater landslides or a meteorite landing in the ocean. These natural events happen for many different geological reasons, making them difficult to predict and difficult to prevent. As Maxime said the best thing to do is plan and have strong emergency measures in place for when these events do occur.
