The brightness of a light or bulb depends on the energy it consumes. In general f you increase the energy consumed, you’ll increase the brightness of the light! Thanks to developments in sciences, there are now new types of bulbs and LEDs which don’t need as much energy to produce the same brightness as older bulbs.

No not at all! Different bulbs depending on their type, size and power have different brightness’s. Think of the torch on your phone compared to the overhead lights in school, the torch will be much brighter
Not really , Because Brightness is termed as the amount of luminosity over a certain area of light coverage. So different light source may have different brightness.
