Because there are some little tiny bugs called microbes that when they grow a lot they can make you sick. When you defrost a food this microbes grow and that is alright buit if you were to freeze and defrost again the microbes would have grown a lot.
The texture and taste of the food is also changed by freezing so eating meat after freezing, defrosting and freezing again would not be very nice to eat. And also as gonzalo has said not very safe!
